Summary

OPEN TO THE PUBLIC

The primary purpose of this position is: to serve as the ACC Information System Security Manager (ISSM), provide management and oversight for the Cybersecurity program for the Langley and ACC Command Sensitive Compartmented Information (SCI) and Intelligence Surveillance and Reconnaissance (ISR) systems.

The organizational location of this position: Headquarters Air Combat Command (ACC) Directorate of Intelligence, Special Security Division, Joint Base Langley-Eustis, VA.


Responsibilities

  • Manages the ACC Intelligence Community (IC) Cybersecurity program to ensure MAJCOM compliance with the IC and Department of Defense (DOD) and Cybersecurity directives.
  • Coordinates Assessment and Authorization (A and A) actions for ACC intelligence sites, networks and systems.
  • Oversees Cybersecurity program for Langley IC site.
  • Collects, compiles and reports data from all ACC sites for the purpose of responding to AF IC and AFJWICS data calls, Federal Information Security Modernization Act (FISMA) quarterly and annual reporting, Tasking Orders; and incident reports.

    • Information Assurance Certification in a condition of employment. This position includes Cybersecurity work as a paramount duty requirement. Per DoD 8570.01-M and AFMAN 33-285, the incumbent of this position must achieve IAM (continued)
    • Level III certification within 6 months of assignment of these duties. A waiver of this six month requirement may be granted. Failure to receive the proper certification may result in removal from this position

    This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

    NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:

    BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Examples of creditable experience include: knowledge of a wide range of concepts, principles and practices associated with the technical aspects of the intelligence systems providing advice and guidance on implementing policies, procedures, and countermeasures development and operation of intelligence networks and systems to ensure policy procedures and guidelines are enforced; and of current and emerging Control Communications, and Computers (C4); Control Communications, and Information (C3I); and Intelligence Surveillance and Reconnaissance (ISR) programs and systems; and knowledge of the Cybersecurity field that includes Computer Security (COMPUSEC), Network Security, Incident Response, and RMF; and national, defense and laws, directives, policies, and regulations pertaining to unique communication and data processing requirements associated with processing SCI and intelligence data; and of the National Defense and laws, directives, policies and regulations pertaining to unique communication and data processing requirements associated with processing intelligence data. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of current and emerging Command, Control Communications, Computer (C4) and Command and Controls, Communications, Information (C3I), and Intelligence Surveillance and Reconnaissance (ISR) programs and systems.
    2. In-depth knowledge of the Cybersecurity field that includes Computer Security (COMPUSEC), Network Security, Incident Response, Defense in Depth, and RMF.
    3. Thorough knowledge of national, defense and Air Force laws, directives, policies, and regulations pertaining to unique communication and data processing requirements associated with processing SCI and intelligence data. Knowledge of US and international Cybersecurity standards.
    4. Ability to communicate orally and in writing. Ability to interpret, analyze, and evaluate new system engineering technologies and their effect on the operating environment and determine security vulnerabilities.
    5. Ability to perform in-depth technical system analysis and apply acquired knowledge and experiences to forecast new computer methods required to support intelligence information users.
    6. Ability to perform independent assessments based on incomplete data for all forms of electronic communications.
